Monitoring and Evaluation Specialist, NO-C, Bissau, Guinea Bissau

Background
Under the supervision of the Deputy Representative, the post holder will contribute to monitoring and evaluation of Country Programme activities, data analysis, progress and outcome results reporting.

Duties and Responsibilities
• Make professional contributions to and provide technical assistance for the planning and establishing of major research, monitoring and evaluation objectives, social policies for children, priorities and activities in UNICEF multi-year and annual Integrated Monitoring and Evaluation Plan (IMEPs) as well as for the development of the UNDAF Monitoring and Evaluation (M&E) Plans from a sound results-based programming process;
• Identify the M&E objectives, priorities, and activities required for effective Community Organization (CO) and Partner emergency Preparedness and response plans, and in humanitarian response situations, within the first month, draft and recommend a simple one-month data-collection plan to cover key data gaps as required for the initial emergency response, and through the revised IMEP, support the management of the medium-term response after the initial humanitarian response;
• Support partners in the establishment and management of National statistical databases (DevInfo), ensuring that key indicators are readily accessible by key stakeholders, including the collection of the Millennium Development goals  and other key social development indicators through Multiple Indicators Cluster Survey (MICS) or other surveys aimed to improve national planning, Common Country Assessment, Early Warning Monitoring Systems and Mid-Term reviews;
• Support the preparation of country level statistical and analytic reports on the status of children’s rights issues including technical support to global reporting obligations including national reports on progress toward the Poverty Reduction Strategy Paper (PRSP), the Millennium Development Goals (MDGs) and toward CRC and Committee on the Elimination of Discrimination Against Women (CEDAW) fulfillment;
• In Humanitarian response situations, provide professional support for rapid assessments (interagency or independently if necessary) to be carried out within the first 48-72 hours;
• Provide technical support to ensure that a set of programme performance indicators is identified and adjusted as necessary, in the context of the multi-year and annual IMEPs, the annual management Plan and Annual Work Plans;
• Coordinate with partners including communities to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized across programmes to feed into programme performance monitoring.
• In compliance with the organization’s programme evaluation policies and guidelines, give technical support to programme partners to formulate terms of reference and evaluation designs of high quality, monitor and ensure the quality of the field work and data management during the implementation phase, and the quality of the analysis and ease of understanding during the report writing phase;
• Disseminate evaluation findings and recommendations to the intended audiences using user-friendly methods. In particular, ensure that a management response to the finding and recommendations of the evaluation is completed, recorded, and followed up for implementation; that evaluation recommendations actions are recorded in Country Management Team (CMT) minutes and that effective participatory feed-back is provided to communities and civil-society;
• In close coordination with partners, ensure that an M&E capacity building strategy for UNICEF/UN staff national partners and institutions exists in the context of the IMEP, or UNDAF M&E plan. Pay particular attention so the capacity needs of national partners are strengthened by involvement in evaluation process and possibility through specific capacity building initiatives.

Qualifications:
- Advanced University degree in Demography, Statistical sciences, Economy or a related technical field.
- At least seven years of responsible experience in Project administration, monitoring and evaluation. 
- Fluency in French and English is required. Must be able to work in Portuguese speaking environment. Reports will be written in English or in French but working documents serving as inputs will often be in Portuguese.
Competences:
- Communication, analytical and training skills,
- Good knowledge of computer management and applications including statistical tools,
- Ability to write technical documents and analyze statistical data,
- Ability to work in an international and multicultural environment.
