Human Resources Consultant, Dakar Regional Office, Senegal (Consultancy)
The UNICEF Regional Office for West and Central Africa seeks a consultant for a comprehensive review and enhancement of WCAR Learning Plans.
The services of a top calibre consultant are sought to carry out a substantive and in-depth review of the 2009 West and Central Africa Region (WCAR) learning plans (24 offices). The findings of the review will be used to optimize the relevance and effectiveness of WCAR learning plans and learning strategy in the future.
Main tasks and responsibilities
The UNICEF West and Central Africa Region (WCAR) seeks to contract a top caliber consultant to carry out the following tasks:
1. Carry out a detailed review of 2009 Learning Plans for all 24 WCAR offices.
2. Analyze results of the Learning Plan reviews and present findings in a clear and concise manner
3. Provide written feedback to each office regarding their Learning Plan - identifying strengths and areas for improvement.
4. Propose creative measures, within the UNICEF learning framework, to address the Learning Plan review findings.
5. Present (PowerPoint and report) findings to the Regional Human Resources Development Committee (RHRDC) in November 2009 and adjust report based on comments/discussions with the RHRDC.
6. Develop comprehensive guidelines to assist country offices in development of future Learning Plans.
Qualifications
Advanced university degree in Human Resources Management, Business Administration or related field, or equivalent work experience.
At least ten years experience in the Human Resources Management and/or Learning/Training fields. Relevant experience in the United Nations system is required.
Critical Competencies: applying technical expertise, analysing, entrepreneurial thinking, planning and organising, formulating strategies and concepts.
Fluency in both English and French.
The duration of the assignment is for an eight week period. Lumpsum fee of $ 20,000.
