Regional Adviser, Monitoring and Evaluation, P-5, Geneva CEE/CIS Regional Office, Switzerland

UNICEF seeks a Regional Adviser, Monitoring and Evaluation to be based in its Geneva CEE/CIS Regional Office, Switzerland.

Under the general guidance of the Regional Chief, Planning and Policy, you will be responsible for implementing the UNICEF evaluation policy and regional evaluation strategy by advising and supporting country offices in monitoring and evaluation issues. This will be carried out through supporting COs in their work on CCA and UNDAF, country programme document (CPD), country programme action plan (CPAP), mid-term reviews (MTR) and integrated monitoring and evaluation plans (IMEPs) as well as sectoral monitoring plans; also responsible for regional training, policy guidance and development of monitoring and evaluation mechanisms, including TransMONEE, demographic and health surveys (DHS), multiple indicator cluster surveys (MICS), DevInfo and inter-agency Regional MDG Info to assess progress towards achievement of goals. The post provides leadership for regional evaluation strategies and evaluative initiative there under, with particular focus on themes agreed upon by Regional Leadership Team (RLT) and by sub region and quality assurance of evaluation function.
Your profile:
• Advanced university degree in social sciences, or relevant technical field.
• Knowledge of latest development and applications in monitoring and evaluation and social development programmes and development of social statistics.
• Knowledge and experience with computer management and relevant application.
• Ten years progressive experience at national and international levels in programme planning and management in a relevant field, including leading/conducting evaluations/assessments.
• Field experience in programme planning training, monitoring and evaluation.
• Extensive experience in preparation of technical reports/manual.
• Experience in dealing with senior level partners in governments and other agencies.
• Proven ability to conceptualize, plan and manage programmes.
• Proven ability to transfer knowledge and train others.
• Leadership and organizational ability.
• Good analytical and negotiation, communication, and advocacy skills.
• Latest programme monitoring and evaluation theory, methodology, technology and tools.
• Advocacy skills in an international context.
• Professional technical expertise in demography, statistics or economic analysis.
• Knowledge of computers.

• Professional technical knowledge/expertise in methodical guides for all types of monitoring and evaluation
• Knowledge of human rights, gender issues and the implications
• Knowledge of institutional evaluation, environment assessment, result based management and strategic evaluation
• Professional technical knowledge/expertise in planning for influential evaluation, project evaluation
• Fluency in English and another UN language required. Knowledge of Russian or another regional language is an asset.
