UNICEF Evaluation of Impact
Evaluation plays a key role in delivering feedback on results through impartial and credible assessment of what works, what does not and why. The Evaluation of Impact scope is to assess development effectiveness of UNICEF programmes.
The Strategy reflects the long-term vision for a more harmonized and strategic approach to evaluating impact at UNICEF. The document covers operational definitions, highlights identified challenges and presents three strategic pillars of work to respond to these challenges including corresponding actions. It presents UNICEF approaches to methodological and process-related aspects and outlines partnership and resource requirements.
The Strategy serves as a practical reference to UNICEF regional and country offices, evaluation and programme staff in their efforts to inform national plans and child-focused policies with robust evaluative evidence. It presents basic technical concepts in an accessible way with expectation that the document will stimulate further technical enquiries found elsewhere.
The Impact Catalyst Fund (‘ICF’) is a strategic initiative of the UNICEF Evaluation Office that aims to support high-quality impact evaluations in priority thematic areas of the UNICEF Strategic Plan 2022–2025. The first ICF call, focusing on the thematic area of child marriage and social norms was launched in March 2023 and has garnered significant interest resulting in applications from 6 out of 7 UNICEF regions. Ultimately, six proposals were selected to receive matching grants to support the design and primary data collection for rigorous impact evaluations.
The second ICF call for proposals in 2023 focuses on the thematic area of Adaptive Social Protection (ASP). Generating scientifically robust evidence on this topic enables national partners to make scientifically grounded decisions to build and strengthen ASP systems. Furthermore, it allows for the replication of successful interventions and the improvement of child-focused outcomes in fragile contexts. This call is implemented through a broader five-year evaluation partnership between the Federal Ministry of Economic Cooperation and Development (BMZ) and UNICEF.

The Impact Catalyst Fund (‘ICF’) is a strategic initiative of the UNICEF Evaluation Office that aims to support high-quality impact evaluations in priority thematic areas of the UNICEF Strategic Plan 2022–2025. The ICF provides matching grants of up to US$400,000 to support the design and primary data collection (at least two rounds) for rigorous impact evaluations (preferably randomized controlled trial (RCT) designs).
The ICF 2023 call for proposals focuses on the thematic area of child marriage and social norms where impact evidence on UNICEF programming remains limited. Generating scientifically robust evidence allows UNICEF country offices to make decisions to scale up ‘high gain’, transformative interventions to reduce child marriage, and eliminate harmful practices in the ‘Decade of Action’. It also helps solidify the institutional and global learning on child marriage and other harmful practices through a methodologically harmonized and strategically selected portfolio of rigorous impact evaluations.
