Strengthening Resilience Through Risk Informed Decentralization and Local Governance

This technical note aims to support country proramming local level around Disaster Risk Reduction (DRR), climate change adaptation, and resilience to increase local responsiveness to the unique needs of children. The note provides practical examples and case studies from the field to better illustrate how DRR and resilience can be integrated into local governance programming. The note unpacks four key objectives that support risk-informed child-sensitive local programming:

• Risk awareness - increasing information and understanding of disaster and climate-related risks and building local government and community capacity for child-sensitive risk assessments.

• Risk reduction and prevention - incorporating child-sensitive disaster and climate-related risk reduction measures into local service-delivery systems and local development policies, plans and projects to mitigate/reduce the impacts of shocks and stresses

• Preparedness - building local capacity to prepare for the residual risks to reduce impacts of shocks and stresses through developing and expanding local forecasting tools, early warning systems and contingency plans.

• Recovery - integrating DRR measures into post-disaster needs assessments and recovery plans through strengthening inclusive participation and decision-making among excluded and marginalized populations.
